QUALITY HAS BEEN A TREND for Pangasinan State University (PSU) that after being recognized as ISO:9001 2015 Certified State University – a first in the region, another Quality Audit (QA) is set to strengthen Teacher Education curriculum.
In response, PSU Teacher Ed. conducted a Pre-Service Teacher Education Curriculum Quality Audit (CQA): Phase 1 in cooperation with the Philippine Normal University – Research Center for Teacher Quality (PNU-RCTQ) and National Network of Normal School (3NS) last April 27-28, 2017 at PSU Lingayen Convention Hall.
“ It [CQA] is a mechanism to assess our existing curriculum by syllabi assessment and evaluation and to look into the demands of the Philippine Professional Standards for Teacher (PPST), ” said Dr. Cristeta C. Dulos, Dean College of Teacher Education.
Said audit is in conformance with PPST, the new teaching standard in the Philippines after the National Competency-Based Teacher Standards (NCBTS) which incorporates all educational reforms such as ASEAN Integration, K-12 Implementation, OBE Framework, and other Philippine Quality Frameworks.
Dr. Dulos emphasized that the audit would be a good vehicle to prepare teachers in molding students responsive in the demands of the society.
The said phase focused on CQA Orientation, PPST and its Role, Understanding the Language of the Standards, Basic and Differentiated Audit Matrices, and Tools and Methods used in CQA.
Mrs. Celeste Mercado, Teacher Education Institution (TEI) -Nominated CQA Specialist, seconded that quality audit provides a systematic process of checking the alignment of syllabi to the indicators present in PPST which afford a relevant standard in capturing the teacher quality that the university have to produce.
Mercado along with Ms. Mitzy M. Macaraeg as TEI-Nominated of PSU had attended series of trainings in Manila and Tagaytay facilitated by the PNU-RCTQ before the conduct of the PSU- CQA:Phase 1 to capacitate them in becoming CQA specialists who will roll out what the audit’s know-hows.
RCTQ, a research center based on PNU, was established through a grant awarded by the University of New England- SiMERR by Australian Aid Program and part of the Basic Education Sector Transformation (BEST) Program.
“In CQA, each part of the syllabus has an audit. From the course description down to assessment were analyzed to check if those indicators are included in the new standard,” Mercado explained.
Meanwhile, the second phase of the audit is expected to be conducted on June while Phase 3 and 4 are scheduled in July.
After conducting series of phases in the audit process, the pre-service teachers will be expected to gather all the evidences, forms and matrices before the University headed by the Vice President for Academic Affairs, College of Teacher Education Deans and Program Coordinators will make a decision as to what would be the enhancement plan in response to those findings in the audit process.
As of now, PSU is the first Normal School in Region 1 to undergo CQA after signing a Memorandum of Agreement with PNU-RCTQ among other nine normal schools in the Philippines.
If the PSU-Teacher Education will be successful in the CQA phases and will produced audited curriculum for education courses, Mercado and Macaraeg as CQA Specialists will be invited to serve as resource persons to bring the audit process to non-3NS universities.
